Título: Recent Hybrid Metaheuristics for Combinatorial Optimization

Abstract: 

In this talk, I will explain the main ideas behind two of our recent algorithmic developments from the field of hybrid metaheuristics, that is, combinations of metaheuristics with other techniques for optimization. Both algorithms can generally be applied to any combinatorial optimization problem. For different purposes, they internally solve sub-instances of the tackled problem instances by using, for example, MILP solvers or more specialized exact techniques that have been developed for the considered optimization problems. The first example concerns an extension of the metaheuristic ant colony optimization by a negative learning mechanism. The second example is about an award-winning algorithm known as construct, merge, solve & adapt (CMSA). Both algorithms will be introduced by means of examples. Finally, we will present a new web application of our graphical tool called «search trajectory networks (STNs)» for visualizing and analyzing algorithm behaviour.

OR in Health Care in Latin Ibero-America: CLAIO 2022

We are inviting the community to be part of the proposal to create an ALIO-Working Group on Operational Research (OR) on Health Care.

As you might recall, in 2020 we were conducting a survey to identify published works developed by the Latin Ibero-American community on OR in Health Care, and to share our findings in our CLAIO Conference that year. Since CLAIO had to be postponed to 2022, we would like to present our findings in the next conference to be held in Buenos Aires during December 12-15, aiming at providing support to create the ALIO-Working Group on Health Care.

In 2020 we received several responses from the community expanding a list of publications (journal papers and book chapters, only) obtained from a structured query completed in Scopus, using the search criteria defined by Hulshof et al. (2012) (see pag.169, Table B1). The list was broadened to include responses from the community, but we are sure that after two years of a world pandemic, ALIO members have contributed to study healthcare decisions in our region.

For these reasons, we would like to invite you to share your works published in journal papers and book chapters during the last two years, dedicated to the study of OR in healthcare. Additionally we invite you to be part of the ALIO-Working Group on Health Care proposal, to be presented in the ALIO Board of Members next December.

If you are interested in being part of the Working Group on Health Care, and/or if you would like to share your recent publications on the subject to be included in the sample to be presented at CLAIO-2022, please provide your data in this three-question form that will take five minutes. Please keep in mind that results of this survey will be presented in CLAIO-2022 as a recognition of the work developed by the community on the field.

Título:  Mathematical and statistical tools for the risk analysis of the coast of Samoa and Tonga.

Abstract: In this talk, Dr. Méndez is going to tell us his experience about the project «IMPACT FORECASTING CONSULTANCY- SAMOA-TONGA». (https://geoocean.unican.es/p11.html) The main objective of this project was to develop a demonstration forecast system for Tonga and Samoa that accounts for different hazards, and temporal scales of influence, such as: swell driven inundation, tropical cyclone driven inundation and wind, earthquake-based tsunami driven inundation, and a seasonal inundation outlook (for swell and tropical cyclones). Secondary objectives arise with the development of a robust demonstration forecast system and its continued operation: Develop a real-time observation system to complement the operational hazard models; customize and test a platform to incorporate impact-based forecasts for national and local applications and provide in-country training on the use and operationalization of impact-based forecast models. Additional outputs are expected, such as the analysis of the actual coastal inundation risk for Tonga and Samoa, by the different hazards analyzed (swells, TCs and tsunamis), and the long-term oceanographic databases available for coastal assessments (wave and water level hindcasts, and synthetic scenarios of swells, TCs and tsunami events). He will pay special attention to the mathematical and statistical tools used and developed during the project.

Título: Cumulant analysis in problems of impulse response functions estimation

Abstract: The talk deals with the estimation of impulse response functions in continuous  time-invariant linear Volterra systems. We work on cumulant analysis of second-order statistics of stationary Gaussian stochastic processes.  An important role is played to integral representations and asymptotics of higher-order cumulants of sample cross-correlograms taken as estimators. The minimal conditions on impulse response functions, the specific approximations of a Gaussian white noise as input signal and the properties of multidimensional convolutions form the basis of our research. Central limit theorems for integral-type estimators are proved in different functional spaces.

Francesco Ciardiello (University of Salerno, Italy), Michela Chessa (University of Côte d’Azur, France), Ricardo Martinez (University of Granada, Spain), Ana Meca (University of Miguel Hernández de Elche, Spain) and Riccardo Saulle (University of Padova, Italy) are extremely excited to announce a special issue of  Socio-Economic Planning Sciences  on:

Decision-Making Models for Common Goods in Environmental, Health, and Logistics Contexts

A common good (in short CG) is a good that is accessible to most members of society. In economic theory, CGs usually refer to any good which is rivalrous yet non-excludable. Public institutions or organizations with a public value usually have the responsibility for the supply of CGs. As a result of recent health emergencies and logistic accidents, some goods have suddenly exhibited high utility for societies and scarcity for consumption. The provisional effort of public institutions has been not sufficient. Consequently, the private sector has become more connected to the public sector for the sake of provision of those goods during an emergency.

This special issue invites contributions on game theoretical models in applied contexts. Moreover, applications of the above novel theoretical findings to real-life contexts are also encouraged.

Possible areas of investigation (not limited to) regarding the collaboration/integration of public and private sectors are:

  • Maintenance and ownership of logistic infrastructures such as roads, bridges, and ports.
  • Environmental agreements in favor of the crisis of climate change.
  • Health policies on the design of hospital facilities during the Covid-19 crisis.
  • Supply of gas during the war between Russia and Ukraine.

Possible research questions (not limited to) are:

  • To design novel economic policies or operational procedures for the provision of CGs.
  • To evaluate or compare the efficiency of policies and procedures for the provision of CGs.
  • To study the problem of voluntary contributions to the provision of CMs.
  • To evaluate the role of free-riding and illegal exploitation of CGs.
  • To assess the risk of CGs markets’ failures.

Title: The Synergy of Data Analytics, Machine Learning and Statistics into Hybrid Models with Healthcare Applications

Abstract:

In the past decade, there has been an overwhelming acceptance for data analytics, machine learning and statistical modelling with developments in the field starting to gain momentum. More and more industries and public sector bodies are investing in data and data scientists however there is still much work to be done to embed the sophisticated algorithms from research into real world applications. There is also a need for understanding what methods should be used whether that be traditional approaches which can be just as effective in certain cases, new techniques or multiple approaches needed in collaboration.

In this talk, the intention is to describe traditional survival models and how we complement statistical methodologies such as survival modelling and data mining to answer real life challenges, with a view of further developing the work to real-time survival models. This will be used as an example of how hybrid models have developed and can be utilised.

The talk will draw on personal experiences of developing hybrid models and embedding statistical data analytics into everyday applications to inform real-time decision making.

2023 HOCM Mini-Conference: Sunday, May 21, 2023

POMS College of Humanitarian Operations and Crisis Management (HOCM College)

The HOCM College will be hosting our annual mini-conference on Sunday, May 21, one day before the
main conference. Join us to explore new topics relevant to humanitarian operations and crisis
management and learn from practitioners and academics. This is an excellent opportunity to exchange
ideas with experts and colleagues that will inform and inspire your research!

This year, the mini-conference will be a field trip to the Emergency Operations Center (EOC) managed by
the City of Orlando on May 21. Buses will leave around 12:30 p.m. and will be back at the hotel around
5:00 pm. (EDT – New York Time Zone).

This year’s field trip allows us to learn firsthand how the center operates, activate, and respond in case of
emergencies. The EOC is co-located with the City’s 911 Emergency Center and the Traffic Management
Center that allow them to coordinate when activating their protocols. We will also hear about how they
put in place training programs to enhance community preparedness in Central Florida.

You can register for the POMS mini-conference as part of the registration for the POMS conference, so be
sure to look out for the registration option! Space is limited and will be allocated on a first come first
serve basis.

MIP2023 Computational Competition

Dear colleagues,

The MIPcc23 competition will be on reoptimization of mixed-integer optimization problems. Frequently, optimization applications revolve around solving the same ground model with slightly different input data over and over again, e.g., every day with the latest forecasts on market developments.
